Whilst riding prosperously through the land, as predicted Scripturally we would do, our LORD picked up the November sixth issue of the New Day, and glanced at His dynamic Proclamation as printed directly under His and MOTHER'S Picture. The Proclamation appearing in full reads as follows: AUGUST 6, 1948 A.D.F.D.
"This Is God's Administration, And All Nations, This Whole Generation And Even Our Present Civilization Shall Have a New Birth of Freedom Under God, For I Declare That Americanism, Brotherhood, Democracy, Christianity And Judaism Are Synonymous."

Our Beloved LORD and Savior, yea, the Dean of the Universe, then proceeded to deliver unto us this very significant Office Car Talk which reveals many mysteries and thoughts concerning the meaning and the reality of GOD'S Administration here and now on this earth plane!
Read therefore, these vital Words of Spirit and Life, and learn just how GOD'S Administration will make Democracy in Government a Universal Living Reality, that All People might enjoy the Benefits thereof, even as we!
Almighty GOD, we truly thank THEE!
(The foregoing statements are those of the transcriber, after which FATHER Speaks as follows, reading firstly, however, part of the above mentioned Proclamation:)
'This Is God's Administration, And All Nations, This Whole Generation And Even Our Present Civilization Shall Have a New Birth of Freedom Under God!'
(FATHER then says:) It will go on record, Truman's election and administration was known by a declaration, yea, by proclamation, that it was GOD'S Administration, because he came out for a Righteous Government in the name of Democracy, to give everyone not only equal but the Same Rights! How marvelous it is to behold!
So then I say, it is a privilege to observe what you have seen and heard; then to observe the investigation of all engineers, civil engineers, and all men in the world of science and invention who are carrying the masses through the traffic system. See what GOD is doing! It is GOD'S Administration, there's no question! And when you read in this week's issue of The New Day, after reading Mr. Wagner's letter and his answer, then read My most recent Message concerning the mystery, and then read My Interview I gave Mr. J. L. and others (FATHER refers to the interview published on page ten of November thirteenth issue of The New Day) it is left without a reason for a doubt or criticism, to let you and the Whole World see and know GOD actually deals in the affairs of men where the "other fellow" once had dominion among them!
But I AM changing the tides of Governmental Affairs! I have started on My Career of giving this Whole Generation, even this Present Civilization, a New Birth of Freedom!
Truly might I have said to Nicodemus while in the Sonship Degree -- to him I spoke as a committee of one -- "Ye must be born again!" I was speaking to Nicodemus as one as a delegate from that generation, from that civilization and even from the whole dispensation; it is a Message to all Christendom, though I was speaking through Jesus as to one, but it was to everyone in this dispensation; in this whole dispensation and in our present civilization: "Ye must be born again!"
For this cause I made this Proclamation (FATHER reads from the cover of the November sixth issue of The New Day:)
'THIS IS GOD'S ADMINISTRATION, AND ALL NATIONS, THIS WHOLE GENERATION AND EVEN OUR PRESENT CIVILIZATION SHALL HAVE A NEW BIRTH OF FREEDOM UNDER GOD!'
(FATHER then says:) They will have a New Birth of Freedom under GOD's Administration, for without the Administration of GOD being ushered in, they would not or could not actually hope for a New Birth of Freedom with Equity and Justice for all, that Government by the people, through the people and for the people might not perish from the earth!
Even this, our great national government of Democracy, it is feared time in and time out, year in and year out, at times, that this Government might perish from the earth as other governments have done; but under This Administration where GOD Alone shall Reign, in the fulfillment of the Psalmic Prediction of David, "The Lord Reigneth!" -- when it is recognized and universally realized, the inhabitants of this nation and of this generation will have no more occasion to fear of this Government perishing; for GOD shall control the Ship of State as Righteousness, Equity and Justice shall be the Universal Navigator of Government and State and the People here in it!
Then, as I say, I bring you back to the Proclamation and, thence, back to My Message as given to the Chief Executive as recorded on the Stamp, which says:
June 11, 1947 A.D.F.D.
TO THE PRESIDENT OF THE UNITED STATES OF TODAY:
I APPEAL TO YOU AND EVERY REPRESENTATIVE AND SENATOR IN ACCORD -- FOR THE SALVATION OF YOURSELVES AND YOUR SUBJECTS HERE AND AT LARGE, YOU HAD BETTER MAKE LAWS IMMEDIATELY TO BRING AN END TO SEGREGATION AND DISCRIMINATION AND TO BRING AN END TO THE RIGHTS OF STATES THAT ARE UNCONSTITUTIONAL TO HAVE THEIR SOVEREIGN RIGHTS. I APPEAL TO THE FEDERAL GOVERNMENT AND ITS REPRESENTATIVES TO CROSS THE BORDERS OF ALL SOVEREIGN STATES AND BREAK EVERY STATE LAW THAT IS UNCONSTITUTIONAL AND THAT WILL ENDORSE MURDER, VICE AND CRIME SUCH AS THOSE OF MANY OF THE STATES OF THE UNION; THE TIME IS OUT FOR THAT!

(FATHER then says:) And then the recognition of such a demand made upon the chief executive and law-makers by our present Chief Executive, and by he demanding a Federal Civil Rights Law and requesting the Universality of it in every field of activity, socially, financially, professionally, and from every angle of expression, as well as the request to be made by the FEPC Bill in labor and trade! The Federal Civil Rights Law requests the Universality of Civil Rights to be established in every field and on Every Phase of Life Universally, that Righteousness, Justice and Truth might be Established! Therefore, this Proclamation made the sixth day of August, nineteen hundred and forty-eight A.D.F.D., (FATHER reads from the cover of the November sixth issue of The New Day:)
'THIS IS GOD'S ADMINISTRATION, AND ALL NATIONS, THIS WHOLE GENERATION AND EVEN OUR PRESENT CIVILIZATION SHALL HAVE A NEW BIRTH OF FREEDOM UNDER GOD!'
(FATHER says:) It was not merely a Proclamation for the purpose of selfish aggrandizement nor for any mortal-versionated purpose, but for the furthering of Democracy universally, and to give Life, Liberty and the reality of Happiness! Not only just the privilege to pursue Happiness but the Reality of Happiness as I have it already established!; so that all people might have it and enjoy just what we are presently enjoying and have been enjoying for lo, these many years!
For this cause you can Rejoice and Be Glad, for your Salvation Draweth Near!
The Psalmic Prediction of David was not just merely a supposition prospectively considered, but in reality we can see it was a prediction and yet it was spiritually being fulfilled at the time. As a declaration it stood. But in this Dispensation and in this Generation, we are living in the Fulfillment of that Psalmic Prediction, and we are coming into the Realization of GOD'S Reign Universally!
"THIS IS GOD'S ADMINISTRATION!" not only a local Federal Administration as recognized and considered and realized by the politicians of this nation, but since it is GOD'S Administration it is Universal! It is International! It is Interracial! It shall be Internationally Established! Aren't you glad! ("Oh, so glad, GOD Almighty!" we earnestly and happily declared.) Therefore, it is not limited to the limited national political administration through which GOD is presently Reigning in our present chief executives, but as it is Universal, and as it is International as well as National, GOD shall Reign in Others and Over Others and Through Others and By Others as predicted or requested "that the Government By the People, Through the People and For the People might not perish from the earth!" I proclaimed GOD'S Administration shall Reign and shall Exist By Others, Through Others and Over Others Universally as it has dominion executively here in this Democracy!
By this we shall have a Universal Righteous Government, and Righteousness shall Replace Violence, Savagery, Brutality and Barbarism; and GOD from this angle of expression shall be Reckoned Universally because GOD by Nature is Impersonal! I thank you!
